It should be done by number of working age individuals in the property. It is a tax for services.

True, it's also true that senior civil servants are found wanting and inadequate time and time again and therefore probably wouldn't be as successful in the private sector.

I'm not just talking about the top brass though.  A good friend of mine got a job with Edinburgh council, his job is to go around with a handheld device and mark the location of pot holes.

He earns £29k a year for doing this and got the job giving funny handshakes.

£29k is a small price to pay to mitigate the potential claims that can arise out of damage to vehicles/people through potholes tbh.
