Don't know about England. In Scotland, maybe - at a push - it'd constitute a breach of s127(1) of the Communications Act 2003 (sending or causing to be sent a grossly offensive message “or other matter”).

Not convinced that the actual burning of the effigy or recording of the video would constitute an offence though. Breach of the peace requires a public element to it - conduct in private needs a realistic chance of discovery. Depending on where the burning happened, and whether anyone would be able to recognise it as an effigy of Grenfell Tower (as opposed to a nondescript rectangular thing), you'd maybe have an argument.

This isn't a particularly original observation on my part, but there's something grotesque in these idiots being the first, and so far only, people to be charged with anything in relation to Grenfell.

To give a more serious answer, the case you've referenced (of which I wasn't aware) is an equally good example of the same phenomenon we're seeing here: the justified anger at what happened in Grenfell tower being directed towards individual misdemeanours rather than the massive, systemic issues underpinning what is an act of corporate manslaughter. Blaming systemic issues on individual misbehaviour is central to the functioning of neoliberalism.

It's part of the whole brexit mindset though isn't it. Pure hatred of the poor (even by the poor), and of people of colour. Bitter, daily mail reading UKIP types thinking they're edgy and railing against political correctness gone mad isnt it and giving a 'fuck you' to everything they hate, thinking they have a license to do it now.

The search to find individuals to blame can be seen as a rather neat result for corporates cos if it happens it means that that element is parcelled up, dealt with and over.
The corporate entity may well learn lessons from it and right some things that were wrong in it's procedures and behaviours (let's be generous - corporates include ordinary decent people too), but will have evaded liability. I think when/while the hunt is on for culprits it'd be good for the official investigators to note who exactly is in the hunt and to ask themselves why.
