They might need to reinstate them.

They also need to think long and hard about allowing councils to increase council tax. I've had to read a shed load of budget information from councils around Scotland and some of the stuff they are having to cut is just outrageous. Free fruit to under 5s is just one example I have d at consistently. Our countries future is being shat on, and not being helped by a tax break for the middle classes

It is about getting the mix right though - there are or at least were plenty of overstaffed/resourced areas that without council tax freeze would have just continued.
