That is a hard read.
You have to admire the remarks of lord matthews, clear, forceful condemnation. It's a good thing he was caught (obviously), and didn't take to this at a later age, maybe when he'd left Bute, moved to a city.

Wales could become the first country to ban smacking children. I don't think it merits a law to ban it, but it's hard to argue against giving children the same rights as adults when it comes to physical punishment or whatever.

Suppose it's easy to say you can't arrest the problem away when police are constantly getting their budgets slashed I agree the solution isn't to just firefight the issue with arrests, but the police are so crucial to sorting this issue. I don't think its a coincidence that gang related crimes like knife attacks and theft/joy riding is on the rise with the amount of police cuts there has been. Would like to know more about how accountable and what the punishment would be to NHS staff and teachers for failing to spot violent crime amongst young people as on the face of it that sounds ridiculous. Begbie banged up because one of his students stabs a gammon though
