If she's serious about nipping the outbreak in the bud, then there's no reason now for her not to implement level 4 across the country.

There's probably loads of reasons not just to dive straight head first into a full nationwide lockdown.
The scientists have been pretty clear that timing is crucial with these things, if we are on a course of slowing the virus and are at different levels of transmission/numbers of infected then it makes sense that our measures might come at a different time.
We keep hearing that the best way to tackle this stuff is give more powers to local authorities and take more localised approaches to things. It might sound right to have this unified 4 nation approach where we're all doing the same thing but it doesn't quite marry up to what the scientists are saying imo. There's that much being said that maybe the experts are now saying a 4 nation United approach is the right thing to do mind
