I interpret dark horse as the one who’d be a surprise winner for the tournament while surprise package is the breakout team.

Probably need a definition on dark horse here unless folk think Scotland and Japan are going all the way.

I would consider Germany the perfect dark horse for this years tournament and Japan as a surprise package.

Germany had a miserable Qatar and underwhelming in the years since, the fans are going into this with the lowest expectations in years.
