In most cases, probably not. Terrorists don't tend to broadcast their plans in advance.
You could just as easily ask: "Could the relatives and friends of white paedophiles, white terrorists or white mass murderers have done more to stop them?" Yet strangely, that question is almost never asked. Why? Because our culture is endemically racist from top to bottom.
