Both a vennel and a stairway are enclosed and came to be known as the close. They're not exclusive.
Due to Edinburgh having closes off the High Street it's more rare for folk to call the inside of a block of flats the close.
I've been in glesga a decade now and lived exclusively in flats for the majority, it's a close for me.
