I want to say aye it is, he never looks like he's got it safe. Even if he never gave up trying to catch it to celebrate, I doubt he'd have had it. Saying that, if it's a penalty shootout, what are the rules? Obviously it's a goal in a game, because if he saves it the, ball is back in play.

They really need to make it clear when the ball becomes dead in penalty shoot out situations. Seen a few videos where the keeper saves it and it crosses the line when he walks away

One of those ones you'd be screaming for if it was your team but seething if it went against you.

Reminds me of the penalty shoot out where the keeper saves it then runs away celebrating. Ball lands about 6 yards out and back spins into the net. Definite goal.
