When they made those horrific beheading videos, and the next poor fucker would be sat in a jumpsuit while Emwazi warned whatever nation they were from to keep out of it, we knew that, well... that poor fucker would be next. This is different.
ISIS want people to fall into the trap of thinking they'll be relentless, they'll attack all the time, nowhere will be safe. But 99.9999% of the time, the intelligence and security services will keep us safe. In the UK, US, France or anywhere in the developed world.
My advice to Chris above was more based on the reality that during a state of emergency, panic and disruption are a lot more likely. By definition, calling a state of emergency gives a government more powers than it would otherwise have; by definition, it's not a state of normality. Normality does apply everywhere else though: certainly including New York.
