Who is VS ? 

In a sane country she would have pleasantly told him to remove it. If he ignored that then been a bit more forceful. And if he still didn't move - then give him a deserved slap across the chops to wake him out of his slumber.

Unfortunately we appear to be living in a country that seems to resemble some sort of comedy show more and more in a daily basis.

But someone saw it on FB and so informed the BBC who in turn informed the police.
