That could work really well if implemented correctly meaning it'll probably end up a disaster

It would have to be done through an SFA academy, like the Clairefontaine one in France, where the kids got training and schooling at the same time, up to the draft stage, and clubs would be out of the picture until say age 18? You would also end up with kids dropping out to sign for a club outwith scotland etc so could have its difficulties.

Clubs would have to have the final say on whether or not players go to certain clubs, but if it gets more young players first team football, and benefits lower league clubs, then it should be a positive move.

The 'development' league is a waste of time, lets be honest.

That's what i was thinking, I'm all for change but only if it's implemented correctly and fairly, unfortunately in Scotland if it doesn't suit the old firm it won't happen and that's not me being bitter it's just the way it is, everything evolves around them.
