So they just decide, we've done all the hard work in qualifying but we don't want to play in it, so let's not?  Who makes that decision? The players the FA? I think it's a joke it's being held in Qatar for a number of reasons, but I don't think saying nah we don't fancy it is the answer, as they'd just replace the country who withdrew with someone else.
