I'm pretty sure that Coloarado hasn't been forced into a situation where everybody now just sleeps with their Bennies under their pillows. But seriously, I can't understand why they didn't just use the current infrastructure (if they're going down the state-sponsored gov distribution method) and use the LCBOs (Liquor Control Board of Ontario). They have properly trained staff and a long established program to deter minors. Plus encouraging folks to have a wee puff with your 12 pack of Blue should lead to less mayhem.
