I can't wrap my head around how they can just unlap themselves at a red flag, seems so bizarre to put everybody back on a level playing field

Red flag means that the race has stopped. You can't restart a race with everyone on 1 or 2 laps down. The idea that it is "pish" is weird as 90% of the time F1 is boring as fuck and these red flags that happen once in a blue moon and help to shake things up/reset the pack. This time it benefited Hamilton, but usually it benefits people further down the grid which is good entertainment.

Some safety cars they allow lapped cars to unlap themselves. I do understand that the public would get lost on who is where and it resets the race so everyone knows whats what but its a free hit for some. Rules are rules though.

Also they probably see the carnage from Indycar and feel a rolling start is safer.

Michael Massie was considering a standing start today like we had in Monza, but was worried that the barriers hadn't been completely repaired to the same standard -keeping in mind the rainy conditions and the fact the crash was at the fastest part of the track. Perhaps the history of the track played a part in choosing a rolling start.

They will err on the side of standing starts usually as Liberty are trying to improve the entertainment in every aspect. That's also why they've reduced virtual safety cars this year in place of actual safety cars.
