It appears the evidence is showing that the upsurge is due to mass gatherings and house parties.

House parties may have been the origin of the outbreak, but reality is it is now out in the community.

If you are going to have a local lockdown surely you need to shut down pubs, restaurants, gyms, shops etc and try to nip the outbreak in the bud.

I think the point is that gyms, restaurants etc are all following strict guidelines.

But that house parties are definitely not...
