I read one tweet from that boy Sim and it quotes citing the decision 'the indicators were to be balanced with other factors'. I assume then that the 'other factors' were probably never revealed but taken at face value, despite being a top secret, or in other words "Because we say so!" type 'balanced'. 
Anyway, I'm pretty bored of all this malarkey but appreciate the need to dig in and turf it out. I'm just a bit disappointed that we've not been treated as grown-ups and afforded more transparency. She also fucked up by not hitting the west central scotland hotspots way before she eventually had to do with the Nov 20 T4 restrictions. It was way too late by then, and the corona was oot the bag!
